DESCRIPTION

The Australian Institute of Health and Welfare (AIHW) collaborates with states and territories to manage the national child protection data collection. This collection is drawn from state and territory administrative datasets and provides comprehensive statistical information on state and territory child protection and support services, and some of the characteristics of the children within these systems.

COLLECTION HISTORY

Collection commenced: 1990-91
Breaks in series: None
Other details: National child protection data provided in aggregate format for reporting for 1990–91 to 2011–12. Unit record data collection commenced for reporting in 2012-13. Queensland provided data from 2014–15. New South Wales continues to provide data in aggregate format.

COLLECTION METHODOLOGY

The collection is drawn from state and territory administrative datasets and is reviewed annually to improve data quality and comparability.

SCOPE AND COVERAGE

All children under the age of 18 years who are involved in state/territory statutory child protection services. Only child protection matters that were notified to state and territory child protection and support services are included in the national collection. Notifications made to other organisations, such as the police or non-government welfare agencies, are included only if these notifications were also referred to state and territory departments responsible for child protection and support services.

DEFINITION OF FAMILY AND DOMESTIC VIOLENCE

Aspects of family and domestic violence captured by the data include:
  • Physical abuse - Any non-accidental physical act inflicted upon a child by a person having the care of a child;
  • Sexual abuse - Any act by a person, having the care of a child that exposes the child to, or involves the child in, sexual processes beyond his or her understanding or contrary to accepted community standards;
  • Emotional abuse - Any act by a person having the care of a child that results in the child suffering any kind of significant emotional deprivation or trauma. Children affected by exposure to family violence are also included in this category; and
  • Neglect - Any serious acts or omissions by a person having the care of a child that, within the bounds of cultural tradition, constitute a failure to provide conditions that are essential for the healthy physical and emotional development of a child.
